I've logged out of iCloud and my Apple ID on my phone and on my mbp, made sure iMessage was inactive and logged off in Messages, unchecked my telephone number under Messages preferences, logged into and then logged out of iMessages on my phone, double checked that roaming & data is allowed for SMS & Messages, and restarted everything.
